(Step-Based Salary Structure)

Status

Current Period - Maintain status quo pending negotiations

Prior Contract Period: December 10, 2011 through November 30, 2016

Range Adjustment
  • Eligibility: Employees must be in the CX unit and on pay status on the payout date.
  • Effective February 1, 2012: A 3.0% increase to the step-based salary structure for classifications in the CX unit.
  • Effective July 1, 2013:A 3.0% increase to the step-based salary structure for classifications in the CX unit.
  • Effective July 1, 2014: A 3.0% increase to the step-based salary structure for classifications in the CX unit.
  • Effective July 1, 2015: A 2.0% increase to the step-based salary structure for classifications in the CX unit.
Merit
  • Effective February 1, 2012: Eligible employees shall receive a one-step increase.  
  • Effective July 1, 2012: Eligible employees shall receive step increases in the following order:
    1. Employees who have acquired ten (10) but less than twenty (20) years without a break in UC service shall receive a one-step salary increase;
    2. Employees who have acquired twenty (20) or more years without a break in UC service shall receive a two-step salary increase.
  • Effective January 1, 2014: Eligible employees shall receive a one-step increase.
  • Effective July 1, 2014: Eligible employees shall receive step increases in the following order:
    1. Employees who have acquired ten (10) but less than twenty (20) years without a break in UC service shall receive a one step salary increase;
    2. Employees who have acquired twenty (20) or more years without a break in UC service shall receive a two step salary increase.
  • Effective July 1, 2015: Eligible employees shall receive a one-step increase.
One-Time Payments
Payout March 29, 2012:
Career employees shall receive a one-time non-base building lump sum payment equal to 3% of the employee’s actual earnings for the period between July 1, 2011 and the date on which the salary range increase is implemented (February 1, 2012). This lump sum payment shall be retirement‐eligible. Employees eligible for this payment shall be those employees who are on the payroll as of the date the University received notice of ratification and who remain on the payroll when the payment is issued. All appropriate taxes and UCRP contributions [1.5% for the period July 1, 2011 through the date on which the salary range increase becomes effective] shall be deducted from the lump sum payment.
Special Wage Increase for Lower Paid Employees
  • Effective April 1, 2012: The minimum of any salary range that is below $13.70 shall be increased to $13.70
  • Effective April 1, 2013: The minimum of any salary range that is below $14.22 shall be increased to $14.22
Other
  • Premium Holiday Pay: Three additional holidays: Memorial Day, 4th of July and Labor Day.
  • Range Structure Adjustments – effective February, 1, 2012: Half-steps in the salary range are replaced by whole steps. Each point on the salary range scale will be known as a "step".

(Step-Based Salary Structure)

Range Adjustment
  • Effective the first full bi-weekly pay period on or after May 1, 2014: 4.5% range adjustment to the step-based salary structure and salary increase for all employees.
  • Effective the first full bi-weekly pay period on or after April 1, 2015: 4% range adjustment to the step-based salary structure and salary increase for all employees.
  • Effective the first full bi-weekly pay period on or after April 1, 2016: 4% range adjustment to the step-based salary structure and salary increase for all employees.
  • Effective the first full bi-weekly pay period on or after April 1, 2017: 4% range adjustment to the step-based salary structure and salary increase for all employees,

Eligibility
Employees must be on pay status or on approved leave, in the EX Bargaining Unit on the effective date of the increase and the date of payout.

Merit
  • Effective the first full bi-weekly pay period on or after July 1, 2014: Career, non-probationary employees who are within range will receive a one step increase.
  • Effective the first full bi-weekly pay period on or after July 1, 2015: Career, non-probationary employees who are within range will receive a one step increase.
  • Effective the first full bi-weekly pay period on or after July 1, 2016: Career, non-probationary employees who are within range will receive a one step increase.
  • Effective the first full bi-weekly pay period on or after July 1, 2017: Career, non-probationary employees who are within range will receive a one step increase.

Other
  • Effective August 1, 2014: 3% Lump Sum payment based on actual hours worked from 04/01/2013 through 03/31/2014. This lump sum shall be retirement eligible.
  • Eligibility: Employees must be on pay status or on approved leave, in the EX Bargaining Unit on the effective date of the increase and the date of payout.
HX – Health Care Professionals

(Open Range Transitioning to Step-Based Salary Structure)

Status

Contract Period: December 20, 2013 through October 31, 2017

Range Adjustment

Effective on the first full bi-weekly or monthly pay period on or after:

  • January 1, 2014: 4% salary range increase shall be provided to all HX classifications and employees within those ranges.
  • January 1, 2015: 2% salary range increase shall be provided to all HX classifications and employees within those ranges.
  • January 1, 2016: 3% salary range increase shall be provided to all HX classifications and employees within those ranges.
  • January 1, 2017: 2% salary range increase shall be provided to all HX classifications and employees within those ranges.

Eligibility
Employees must be in the unit on the effective date of the increase as well as on the date of payout.

Merit

Effective on the first full bi-weekly or monthly pay period on or after:

  • January 1, 2015: Within range step increase.

NX – Registered Nurse

Merit

Individual non probationary officers who are at least one step below the maximum of their salary range shall receive a minimum one step increase contingent upon a determination of satisfactory or better performance.

Non-probationary officers who are one-half step below the maximum of their salary range shall receive a one-half step increase contingent upon a determination of satisfactory or better performance.

Probationary officers as of October 1, 2004 and those hired thereafter. For each year this contract is in effect, such individual officers shall receive a minimum one step increase upon satisfactory completion of their probationary period.  Thereafter, for each year this contract is in effect, such officers shall receive a minimum one step increase on the anniversary of the completion of his/her probationary period contingent upon a determination of satisfactory or better performance.

Other
  • Effective October 1, 2008: Peace Officer Standards and Training (POST) Certification Pay Increase
    • POST Intermediate Certificate shall receive additional compensation in the amount of $225 per month.
    • POST Advanced Certificate shall receive additional compensation in the amount of $325 per month.
  • Effective October 1, 2008: Longevity Pay – 4% for officers with 10 years or more of continuous active UC sworn experience and minimum one year at top step with current satisfactory or better performance evaluation.
RX – Research Support Professionals

  • Effective October 1, 2012: Implementation of a 3.0% range adjustment to the step-based salary structure. Employees who pay exceeds the salary range maximum before the rate increase was applied, are eligible for an increase only up to the new salary range maximum.
Merit
  • Effective January 1, 2011:  All non-probationary employees who are (1) within range; and (2) has received an overall performance rating of satisfactory or above are eligible for a merit increase of one step.

SX – Services

Premium Pay

Daily premium (1.5x) applies to hours actually worked that exceeds the hours of a regularly scheduled shift of eight (8) hours or more in a day.

Any employee who works in excess of twelve (12) hours in any one workday shall be paid double (2x) the regular rate of pay for the hours over twelve (12) in a day.

Other
  • May 1, 2014: $200 lump sum payment for SX employees with 50% or greater appointment. Must be in the unit or on approved leave on the date of ratification and the date of payout.
TX – Technical

99 – Student Assistant

(Open Based Salary Structure)

Status

Fiscal year 2016-2017 in effect.

Range Adjustment
  • Effective January 1, 2016: Increase to the minimum and maximum of the open ranges.
    • Student I minimum increased to $10.00 / hr.
    • Student II minimum increased to $10.50 / hr.
Merit
  • Effective March 1, 2008: A merit increase of up to $.75 per hour may be given once during a fiscal year to student employees after the completion of at least two quarters in the department in which performance has been satisfactory or better. The department determines the amount of merit.
  • The following are guidelines for merit increase amounts:
    • Satisfactory Performance - up to $.20 / hour;
    • More Than Satisfactory - up to $.35 / hour;
    • Superior - up to $.75 / hour.
Staff Recognition Award Program

Incentive and Development Award Program funding of 0.89% is available for distribution to employees.

Other
The California state minimum wage is $10.00/hour. To ensure our compliance with the minimum wage law, UCR's salary range minimums that pull below $10.00/hour were adjusted upward to $10.00/hour effective December 20, 2015, which was the beginning of the biweekly pay period that included January 1, 2016. The job  families impacted by this change are Student I and Student II titles.
