Summary of Changes

  1. Summary
    • Establishes a new appointment type: a limited appointment is an appointment established at any percentage of time, fixed or variable, which is expected to continue for less than 1,000 hours in a 12-month period.
    • Expands definition of career appointment: a limited appointment will be designated as a career appointment when the incumbent has attained 1,000 hours of qualifying service in any 12 consecutive months without a break in service of at least 120 consecutive calendar days.
      • Qualifying service includes all time on pay status (in one or more limited appointments at the University. Pay status includes sick leave, extended sick leave, vacations, CTO, military leave with pay, administrative leave with pay, and holidays.
        • Not included is time on pay status in casual restricted, per diem, by agreement, or contract appointments.  Overtime is also not included.
      • Career designation will be effective the first of the month following attainment of 1,000 hours of qualifying service
      • Once career status is attained, there is no requirement to maintain a minimum number of hours on pay status.
    • Addresses probationary period requirements for employees in limited appointments converting to career status: an employee who has worked in a limited appointment immediately preceding the career appointment will accrue up to 1,000 hours credited toward completion of the probationary period, provided that the credited time was served in the same position and with the same supervisor that the employee had immediately prior to the career appointment.

  2. UC Retirement Plan
    • Expands membership criteria: UCRP membership will include employees who have attained 1,000 hours on pay status during 12 consecutive months (excludes casual restricted, per diem).
    • Health and Welfare eligibility: because initial eligibility for Health and Welfare benefits is based in part on UCRP membership, the UCRP eligibility expansion will result in an expansion of health and welfare eligibility. Upon attaining UCRP eligibility, the employee will be prospectively eligible for career Health and Welfare benefits in accordance with the terms of the Health and Welfare Group Insurance Regulations.
  3. Systems
    • Enhancements to Payroll/Personnel system (PPS): for retirement and benefits eligibility, PPS will begin collecting hours with January 2001 pay period end dates. Effective the first of the month after the employee reaches the 1000 hour threshold, PPS will automatically switch from DC Plan Safe Harbor to UCRP with Social Security; set benefits eligibility indicator (BELI) to 1 (Full benefits); start health and welfare period of eligibility (PIE); place employee in Core medical, Delta Dental and Vision Plan, single party coverage if no selection is made before the end of PIE.
    • Enhancements to Payroll/Personnel system (PPS): for eligibility for conversion to career status hours will be tracked automatically in PPS. An on-line inquiry screen will be developed in PPS to display the monthly and total Hours Toward Benefits Eligibility and the Hours Toward Career Status Eligibility.
    • Reports:
      The following Payroll/Personnel System (PPS) reports can now be viewed and/or printed through the iReport application:
      • PPP1382 D - Employees with 1000 hours (will only print if you have employees affected)
      • PPP1383 D - Employees approaching 1000 hours (will only print if you have employees affected)
      • PPP1384 D - Employees with 750 hours (will only print if you have employees affected)
      • PPP1385 D - Employees approaching 750 hours (will only print if you have employees affected)

      These reports are generally created on the evening of the 2nd working day of every month.  Access to iReport application should be obtained through your SAA as soon as possible if you haven’t already done so.
