Smoking and Tobacco Policy Enforcement

Individuals who violate the Smoke/Tobacco-Free policy will likely do so because they are unaware of it. Therefore, the first level of enforcement action will be to respectfully inform the individual about the policy and ask them politely to comply. The success of this policy depends upon the thoughtfulness, consideration and cooperation of smokers and nonsmokers alike.

How to Approach Someone Violating the Policy

Respectfully approach the individual and inform them that as a system-wide policy, all UCR staff, faculty, students, visitors and guests are required to follow it, and violations may lead to disciplinary action. Then ask them politely to comply – for your convenience we have included the UCR Smoke/Tobacco-Free Suggested Scripts.

Non-Compliance and Repeat Offenders

Through the authority provided in California Government Code 7597.1, the governing bodies of the University of California have the authority, in establishing policy for smoking and tobacco use, to set enforcement standards at local campuses. With this authority, UC Riverside may consider establishing fines for violations of this policy. Any fine established cannot exceed $100.00 per violation. The following table is provided to assist members of the campus community in reporting concerns about noncompliance with the policy.

Offenders to the Smoke/Tobacco-Free policy will be referred to the appropriate supervisor/organization as follows:
