Chancellor's Campus Conversations - HR Summary

Strategies

In April, 2017, Human Resources (HR) participated in the Chancellor's Campus Conversations to discuss opportunities and challenges facing the UCR campus. This page provides an update on activity related to the key items which were identified during the roundtable discussions.

  1. Strengthen central HR functions, including support for onboarding and recruitment, better communication with units/departments, and automated systems.
  2. Increase staff retention and morale by offering more opportunities for professional development, internal promotion, and career advancement.
  3. Address staff workload, to ensure student and faculty needs are met.
  4. Provide pathways to hire UCR undergraduate and graduate students upon graduation.

Automated Systems

2020

The Human Resources Management System (HRMS) is a collaboration between Human Resources, Information Technology Solutions (ITS) and our HR system users as part of an ongoing effort to provide the campus with updated HR technology. Scheduled for implementation in 2020, the HRMS will centralize UCR developed HR tools into a single application and contain the following modules:

  1. Job Builder: Expands Career Tracks to incorporate the Job Description System (JDS) resulting in all job descriptions being created and maintained in a single application.
  2. Review: Replaces iReview actions - Equity, Reclass and Reclass Salary Review
  3. Recruitment: Replaces a subset of existing iRecruit functionality
  4. Job Code Information: Replaces UCR Title and Pay Plan (TPP) containing job code attribute information.

All modules are being developed to provide a similar navigation and user experience as the Career Tracks system.  Although the HRMS will replace UCR developed HR tools, current functionality will be maintained, and where possible improved.  

Recognizing the importance and value of our end users’ unique perspectives, opportunities to incorporate user input into the design and implementation was made available.  Organization representatives can be found in the HRMS End Users - Organization Representatives webpage.

Spring 
2021
Talent Acquisition Manager (TAM) will replace UCR's current applicant tracking system, iRecruit. TAM allows for full cycle recruitment and selection to include creation of job postings, managing and screening applicants, approving and delivering job offers.
Spring
2022

ePerformance will replace UCR’s paper performance appraisal process and is designed to streamline the appraisal process from goal planning to performance assessments. 

Metrics

Client and new employee satisfaction, reduced time to hire and onboard, reduced recruitment cost (reduced need to contract with head-hunting firms), improved quality of applicant pools, and streamlined performance management process.

Professional Development

In 2016 Human Resources launched a framework for staff professional development. We have added courses and programs to develop staff to be successful in their jobs and accomplish their career goals. Examples of new courses include:

  • Facilitator Skills Training
  • Presentation Skills
  • Business Writing
  • Collaborative Leadership
  • People Management Certificate Program (online)

In recognition of the campus commitment to ongoing professional development, creation of an annual individual development plan for every employees is now part of the annual performance management process.

Career Tracks & Career Progression

Career Tracks provides employees with greater mobility and transparency for positions across the UC system. Information can be found by visiting the Career Tracks webpage.

Human Resources is helping manage staff workload through increased support for hiring processes to expedite filling of vacant positions.

Human Resources is partnering with others on campus including the Student Manager Initiative Committee to:

  • Develop structured internships and part-time employment to help students develop the skills that will prepare them for UCR careers upon graduation.
  • Market UCR as an employer of choice to graduating UCR students.
