Moving Reimbursement Qualification Matrix


The following matrix provides information about reimbursable expenses depending on staff classification. Each staff classification is defined with a tier level. Increasing tier levels correlate with increased moving expenses which will be reimbursable. Please review the Business and Finance Bulletin G-28 for a complete list of allowable costs and reimbursable moving expenses. Below is only a summary of who qualifies for each type of reimbursable moving expense.

Effective January 1, 2018, the Tax Cuts and Jobs Act (P.L. 115-97) impacts the taxability of moving expense reimbursements provided by the University. Reimbursements for moving expenses made to employees or paid directly to third parties by the University are subject to withholding of federal income, social security, and Medicare taxes. Such amounts are tax coded for reporting on employee's W-2 for moving expense payments through December 31, 2025 under I.R.C. Sections 217(k) and 132(g)(2). Household Goods

Qualifies for some costs as listed in Bulletin G-13 & G-28. Only eligible for 30-day insurance.

Eligible expenses:

  • Transportation of Household Goods
  • Packing Household goods
  • Storing and Insuring Household Goods
  • Driving or Shipping Automobiles

Ineligible for:

  • Assembly and disassembly of unusual items such as swing sets, swimming pools, satellite dishes, hot tubs and storage sheds
  • Canned, frozen or bulk food items
  • Building supplies, farm equipment and firewood
  • Plants
  • Disconnecting and connecting utilities
  • Pet transportation
  • Motorized recreational vehicles

Qualifies for some costs as listed in Bulletin G-13 & G-28. Only eligible for 90-day insurance. 

Eligible Expenses:

  • Transportation of Household Goods
  • Packing Household goods
  • Storing and Insuring Household Goods
  • Driving or Shipping Automobiles
  • Disconnecting and connecting utilities
  • Pet Transportation





Travel

Expenses

Eligible for:

  • Travel expenses for appointee and members of household
  • Meal Costs

Ineligible for:

  • Lodging
  • Passport expenses

Qualifies for all costs associated with travel expenses as listed in Bulletin G-13 & G-28.

Eligible for:

  • Travel expenses for appointee and members of household
  • Meal Costs
  • Lodging
  • Passport Expenses
Temporary
Housing

Eligible for:

  • 30-day meal and lodging costs

Qualifies for reimbursement for temporary housing costs for 90 days and meals for 30 days



Extra
Relocation
Services

Ineligible for:

  • House hunting trips
  • Return trips to former residence
  • Professional relocation or real-estate services

Qualifies for reimbursement for extra relocation services as listed in Bulletin G-28.

Ineligible for:

  • House hunting trips
  • Return trips to former residence
  • Professional relocation or real-estate services
Repayment Provision

An employee who voluntarily separates from the position prior to completing one year of service and does not accept a position within the UC system within 12 months from the initial date of appointment, may be required to pay back 100% of the moving and relocation expenses.
