Programs and Services

Human Resources offers several programs and services to the University community.  If you are looking for information regarding topics such as how to hire a new employee, the classification process, labor and employee relations, performance management, and other personnel-related items, you have come to the right place.

  • Classification
    Conducts position reviews to determine classification and pay; consults with management regarding job design and organizational structure; develops and implements new job evaluation methodology, tools and guidelines.
  • Compensation
    Manages and designs compensation programs including the administration of base pay and ancillary pay, range adjustments, merit and award programs.  Conducts market surveys and develops compensation structures and programs.
  • Competency Programs
    Provides competency models to assist in recruitment, selection, performance management and employee development.
  • Disability Management Program
    Provides disability management services to managers and employees; provides individual rehabilitation case consultation; and provides policy and program advice to departments and control units regarding applicable policies and laws (e.g., ADA, workers' compensation, etc.) 
  • Faculty & Staff Assistance Program
    Professional Resources, an outside professional FSAP service provider, offers confidential counseling, referral and other services (e.g., critical incident stress debriefings) to staff, faculty and their dependents for personal problems which may or may not impact work performance.
  • Employee Relations
    Provides consultation and advice to managers, supervisors and non-represented employees in developing and implementing solutions to organizational needs.
  • Labor Relations
    Provides assistance to managers and supervisors in performance management/counseling, disciplinary actions, terminations, layoff, and separation of employees for medical reasons; administers and interprets collective bargaining agreements; represents management in employee disputes/grievance proceedings; mediates/negotiates resolution of complaints with employee representatives; and bargains local agreements with exclusive representatives.
  • Payroll/Personnel System
    Interprets policy and assists departments with questions related to the processing of personnel data; provides training, tools and information updates. 
  • Performance Management
    Provides managers and supervisors with a variety of performance management resources including written guidelines and training programs.  Consults with and advises managers. 
  • Recruitment Services
    Provides staffing services to the general campus, the UCR community and the public.  Recruits and refers qualified applicants; provides applicant intake services; guides hiring authorities through the employment process.  Assists with creating recruitment plans, writing interview questions, management of advertising, and processing background checks.
  • Staff and Academic Reduction in Time (START) Program
    In order to help UC cope with anticipated budget cuts, the University is implementing a new Staff and Academic Reduction in Time (START) Program, a temporary, voluntary program in which eligible employees may, with the approval of their department, reduce their working hours and corresponding pay between 10 and 50%. The program is a tool that departments may make available, at their discretion, to employees during the period July 1, 2008 through June 30, 2010.
  • Special Transfer Opportunity Program (STOP) & Campus Special Transfer Opportunity Program (C-STOP)
    • STOP is a modified recruitment process that allows Organizational Unit Heads to assist their departments in placing Employees (PSS & MSP) identified or confirmed for Layoff into positions without the necessity of posting the position as an open recruitment.
    • C-STOP is a modified recruitment process that allows Human Resources to assist the campus in placing Employees (PSS & MSP) identified or confirmed for Layoff into positions throughout the campus without the necessity of posting the position as an open recruitment.
  • Unemployment Insurance Program
    Administers the self-insured unemployment insurance program for the campus, including insuring coordination between the campus departments and the third party administrator, and determines program objectives/policies.
  • Work~Life
    Provides UCR staff with a resource for accessing information and services to help meet the challenges of balancing work and life successfully.
  • Workers' Compensation Program
    Administers the self-insured workers' compensation program for the campus, including insuring coordination between the campus departments/employees and the University's third party administrator, analyzes claims data/trends, and determines program objectives/policies.
