BELI CODES


The Benefits Eligibility Level Indicator (BELI) code determines for which benefit package, if any, an employee is eligible. Each employee must be assigned a BELI code at the time of hire or rehire or be re-evaluated when there is a change to the employee's appointment status. The BELI code is entered on the EPER screen.

Full Benefits Package

BELI 1




  • 50% or more for 12 months or more
  • Accumulation of 1,000-eligible hours (or 750 hours for Unit 18) in a rolling 12-month period

Mid-Level Benefits Package

BELI 2

  • 50% or more for 12 months or more (but not eligible for UCRP)
 No Minimum 17.5 average hours of service weekly, measured after each standard measurement period
  • ”Visiting” Professor – 7/1/16 to 6/30/17 at 50% time
  • Lecturer with quarters averaged to equal 50% for a year or more.
    (67%/33%/67%)

Mid-Level Benefits Package

BELI 3

  • 100% for 3 months or more, but less than one year
 No Minimum 17.5 average hours of service weekly, measured after each standard measurement period
  • CRS II appointed at 100% from 9/1/16 to 12/1/16 (3 months)
  • Lecturer – 10/1/16 to 12/31/16 (1 quarter) at 100%
  • Assistant I – 1/1/16 to 12/15/16 (11.5 months) at 100%

Core Benefits Package

BELI 4

  • 43.75% or more but does not satisfy % and duration for BELI 1, 2, or 3
No Minimum 17.5 average hours of service weekly, measured after each standard measurement period
  • Senior Clerk – one month, 100%
  • Employee appointed at 43.75% for any duration of time
  • Lab Assistant 9/15/16 – 11/30/16 at 100% (less than 3 months)

 

No Benefits Package

BELI 5

  • Does not meet % and duration above
 No Subject to initial and standard measurement periods, with a threshold of a minimum 17.5 average hours of service weekly 
  • Limited employee appointed at less than 43.75% for any duration of time

 

Postdoctoral Scholars Benefits Package

    3252 Postdoctoral Scholar – Employee

    3253 Postdoctoral Scholar – Fellow

    3254 Postdoctoral Scholar – Paid Direct
  • Appointment is at least 50% for one year or more or 100% for at least three months.
 No Minimum 17.5 average hours of service weekly, measured after each standard measurement period  
  • Postdoc – Employee 7/1/16 to 6/30/17 at 100%

  • Assistant I – 15 hours/week, indefinitely (student title) in Department 1

  • Assistant I – 15 hours/week) indefinitely (student title) in Department 2 = 75% time indefinitely

Reader–Non GSHIP – 75% for 4 months

No Benefits Package

BELI 5

  • Does not meet % and duration above
 No Subject to initial and standard measurement periods with a threshold of 30 average hours of service weekly
  • Recreation Instructor paid By Agreement for 10 hours per week

Eligibility Base On

Hours on Pay Status

Once an employee had accumulated a certain number of eligible hours in a given 12-consecutive month period, the employee automatically qualifies for Full-Benefits and UCRP membership if appointed in a UCRP includable title.

Hour thresholds are:

  • 1,000 hours for Non-Student Staff and Academic Titles (excluding IX Unit employees)
  • 750 hours for Non-Senate Faculty

Includes the following appointment types

  • Contract (Appointment Type "1")
  • Limited (Appointment Type "3")
  • Certain Academic (Appointment Type "5")
  • Covered Member of the IX Unit

Does not apply to individuals where Student Status is:

  • "3" or "6" - UC Undergraduate Student
  • "4" or "7" - UC Graduate Student
