Hiring Information
BELI (Benefits Eligibility Level Indicator) Codes - The BELI code indicates an employee’s eligibility for health and welfare benefits and controls access to the plans. All employees must have a BELI code assigned to them. The BELI code is determined by the employee’s percentage of the appointment (example: 50%) and the duration of time (length of time from the appointment begin and end dates) that the employee will be working. The following chart will help DPAs in assigning the correct BELI code.

Status Qualifier Codes
- If you are hiring an employee that should be eligible for career benefits, but you must have an end date which would make the appointment less than a year because that is when your grant or fiscal year ends, then you can assign that employee a BELI 1 with a Status Qualifier Code of 10. The SQC of 10 indicates that the appointment ending date is for funding purposes only, and that you intend to extend the appointment as your funding is extended. The SQC of 10 allows employees to be assigned a BELI 1 even though their appointment is for less than a year.
- Once an employee becomes a UCRP member, that employee remains a retirement plan member until a break-in-service occurs, regardless of any change in the nature of the appointment.
- If a BELI 1, 2 or 3 employee has their appointment reduced, their benefits (or BELI code) will not be affected unless the appointment is reduced to below 50%.

How and When New Employees Can Enroll in Their Benefits
New employees can enroll in their UC-sponsored plans via the internet at At Your Service, then click on “New Employees” and follow the instructions. Paper enrollment (UPAY 850) is only for employees who have transferred from another UC campus or those employees whose appointments have changed; the forms can be submitted to the Benefits or Payroll Office. Departments will need to ensure that they have given all necessary new hire forms prior to the employee enrolling.
To enroll in their benefits online, new employees will need their social security number (no hyphens) and will have a temporary password which will be their birthday. Example: 01011957 (January 1, 1957). Then they will be asked to select a permanent password.
All newly hired employees must enroll in their benefits during their Period of Initial Eligibility or PIE. Their PIE begins on the first day of their employment and ends 31days later at midnight. If employees do not enroll during their PIE, then they will automatically be enrolled with single-party coverage in Core Medical, and if they are a career employee, then they will automatically be enrolled in single-party coverage in Delta Dental and the Vision Service Plan. Therefore, it is important that DPAs inform employees of their PIE.
Note: UC’s rules do not allow duplicate coverage. If an employee has a spouse/domestic partner that is also currently working at UCR, then the employee will need to opt-out of their benefits, if their spouse/domestic partner has them as a dependent. Or, the spouse/domestic partner would need to de-enroll the employee from their benefits. To opt-out or de-enroll, please have the employee or spouse/domestic partner complete an UPAY 850 form and submit it to the Benefits Office.
To obtain health information, employees can go to At Your Service and go to the Health & Insurance drop down menu. Below is a chart of the different medical carriers, telephone numbers, group numbers, and web addresses. There are other companies included in this chart that may be of use to employees as well.
Limited Appointment
The Regents approved to expand benefits and the UC Retirement Plan (UCRP) to employees in limited appointments that accumulate 1,000 hours on pay status during a rolling 12-month period and lecturers (Unit 18) that accumulate 750 hours.. When employees reach 1,000 hours, they have 31 days to change plans, add dependents and enroll in the supplemental insurances. DPAs should notify these employees in writing.
